Ya, i think if u go into system preferences → keyboard and mouse → add (+) u can use the F keys to start applications. u can do it in os9, but i haven’t tried it in osX yet.

Keyboard commands sound like shortcuts to run menu items. You type Command key + some other key. In OSX, one app I use is Youpi Key to use non-function keys to run apps or do other things. It has a new name iKey and is not freeware anymore:

There are other apps where you can create your own shortcuts for NON-MENU ITEMS.

If you’re not running Panther (which has built-in function keys), then you can use freeware Xkeys to set function keys:
