Change language in System Preferences

What I want to do is change the system’s language, and I can’t seem to find any way to drag/drop or move the languages in the Language tab of the International pane. I have also been searching for a work around, such as a command I could call in a terminal session to facilitate the language change.

Thanks! That worked perfectly for me. I had a couple of small tweaks to suite my needs, but was exactly what I was trying to get at.
