May be this is not right place for such question but does anybody know how to deny user to make screen capture by shift-command-3?

You could just delete the application responsible for the screen capturing 
/usr/sbin/screencapture
another option…
you could use Screenshot Settings 1.1.1 and have the shots go to an obscure folder - they will think it doesn’t work.
