how about:
a script that runs on fast-user-switch and changes the global input language
or
a script that runs every 30s and sets the global input language?

¢ enable root user
¢ log in as root
¢ run /System/Library/CoreServices/Language Chooser.app/
¢ choose the language you want
¢ log out
¢ disable root user

This seemed too good to be true - I think it is.
This utility seems to only change the display language and offers no facility to change the input language to a custom keyboard layout.
Please correct me if I’m wrong.
Any further thoughts?
Have you tried to check “Show Input Menu in login window”
in System Preferences > Accounts > Login Options
