Folder Actions disabled on leopard

every time i restart my computer, or when my computer wakes from sleep…i always find my folder actions disabled. this is very troublesome, as i have many actions for automatic backup and copying and scheduling…and if they are disabled without me know…i wont know whats good and whats bad.

how can i set the preferences to auto enable ALWAYS, regardless of waking from sleep or restarting etc.

even if the folder actions seem to be disabled, they should work anyway.
new in Leopard, folder actions are controlled by launchd which watches the folder(s) and triggers the application /System/Library/CoreServices/Folder Actions Dispatcher.app/

but i have tried just manually adding items to some of the folders which have actions attached…and no event was triggered.
do i need to add anything special to my scripts to ensure this new feature is utilized?
