Is there an application or command that I can use to extract the contents of an application’s dictionary?
I am compiling a PDF-based knowledgebase and would like to include the dictionaries so that searches for certain commands etc could be made.

I don’t know whether there’s an easier way but, next to opening the dictionary of an application within the Script Editor (or dropping the application onto the Script Editor) clicking on the suite headers while the shift or command key down, selects all commands in those suites. After all of them selected, selecting all from the Edit menu and copying pasting to elsewhere may help.
