An id3v1 tag is the last 128 bytes of an mp3 file, so special software is required to access it (AppleScript doesn’t know anything about music tags and although iTunes displays them, its dictionary doesn’t mention them.) You might try one of the implementations listed here: http://www.id3.org/Implementations
do you think it would be possible using UI scripts? somthing like iTunes-Info…
Yes - the Info pane of Get Info window for a song has editable text fields, and the first one is Name.

this is a commercial app that can do a lot of things, though it’s java. But is made specifically for handling ID3 tags of files.
