You are right this is the wrong place to post messages like this, but there did use to be a plug in available for a small amount of time for Quark 3 on the quark website but it did not work correctly, although it did succesfully import the PDF there were several problems including trapping etc.
I would export the eps from the PDF and then import that into Quark 3 as a safer bet. You could maybe write an applescript to automate this for you. And many post have been writen on this type of thing.
