the Desktop in OSX

How do I address items on the desktop in OSX?
I mean how do I move icons or even just set the view options?
If I address the desktop folder all the changes happen only if I actualy open my ~/desktop as an actual window. I’d like to see the changes applied to my desktop …
I’m I making any sense? In OS9 I used to be able to rearrange icons automatically after a restart , usinf an applescript that would put every icon (disks , folders and files) back to it’s place.
